In December 2008 the Prime Minister announced a scheme to provide Government-backed guarantees for mortgages in order to prevent repossessions and to stabilise the housing market. A commitment was made for the HMS Scheme to be operational in the Spring of 2009

Project Objectives

To deliver a new secure web-based system needed to collect case information, the system would: o enable the lenders to carry out registration of guarantee applications; o to record some basic information regarding the loan that CLG will use to manage their liabilities and monitor the scheme’s performance; o to view information that will be maintained by CLG which will help lenders to utilise the functionality

Strategy, Tactics and Skills

• Conducted Stakeholder workshops to gather requirements and regularly report on the status of the programme
• Aided in the design of the external and internal operational processes to be put in place in order to deliver the scheme. Including:
• annual audit process
• Internal processing of Demands made by Lenders to the government.
• Use of a web portal to manage and monitor all cases through a lifecycle
• Worked with the technology supplier delivering the Web Portal to verify that all stakeholder requirements are delivered
• Provided resources to support System and User Acceptance Testing
• Met with Lending institutions to provide guidance and support for the implementation of the scheme within their organisation

Results and Evaluation

The Portal was delivered and successfully implemented on the 30th April 2009 and has been running successfully since. The implementation provided a number of benefits including:

• Reduced time to register case information
• Improved data quality and management information to enable Lenders and Government to manage and monitor the scheme
